A Soliloquy on Japan's Education Ministry

This soliloquy explores why Japan's Education Ministry remained silent for two and a half years regarding its policy on lunchtime etiquette for students.

Why must the Education Ministry remain so silent? Why does it not speak out and make its stance known? What could be the reason for such a prolonged silence? For two and a half years, nothing has been said. It says that children need not eat in silence, yet why did it stay so quiet? The truth of this matter is surely worth a fight. The answer to this question is one I cannot find. Could it be that the ministry was scared of what they'd find? Or perhaps they were just too busy to think or care? It seems that their motives are still quite unclear. Perhaps there is something more sinister at play, Something hidden beneath the surface that they can't display. Whatever the cause, it's clear that something isn't right, And until we get answers, our questions will take flight.
